Replaces current policy Section IV, Chapter VIII, dated 11-03-97
- PURPOSE
The purpose of this policy is to establish guidelines for the investigation of burglaries.
- POLICY
The Fox City Police Department recognizes burglaries are a serious felony. Our department
will investigate all burglaries reported to the police department.
- PROCEDURES
-
- Initial Response
-
- The officer will determine if the house or building is secure.
- The scene should be examined so the officer has an idea of how the crime had progressed
such as point(s) of entry, point(s) of departure, targeted property, lighting, method
of entry, approximate time of entry, et cetera. This needs to be documented by the
officer.
- Upon initial investigation, photographs will be taken of the scene where evidence
exists.
- After making the scene safe, the officer will complete the initial investigation.
Officers should look for and identify latent prints. Fingerprint impressions will
either be lifted at the scene or the item(s) will be taken to HQ for processing
by the Forensics Unit. The officer collecting evidence is responsible for evidence
handling, evidence forms and entering evidence into evidence lockers.
- Investigation
-
- All burglaries require an incident report form.
- Issue the information for Victims in Wisconsin form.
- Document the names of any possible suspects.
- Conduct a neighborhood canvas with neighbors who have a clear view of the victim’s
house/business. Document the addresses you checked in your report so detectives
know who you made contact with and who you did not have contact with. If any neighbors
saw anything suspicious, document their names as witnesses. If no contact was made,
leave a Burglary flier at the address. A burglary alert form should be issued to
all the addressed in the area to gather more information or suspect identification.
- If there is a known suspect, an apprehension request should be filled out for other
departments and other shifts.
- List stolen property in the narrative portion of the incident report.
This policy is for internal use only and does not enlarge an officer’s civil or
criminal liability in any way. It should not be construed as the creation of a higher
standard of safety or care in an evidentiary sense, with respect to third party
claims. Violations of this policy, if proven, can only form the basis of a complaint
by this department, and then only in a non-judicial administrative setting.
